The Portland Veterinary Medical Association is honored to recognize individuals that have gone above and beyond for the veterinary profession, our community, and the people in it. We are proud to announce the following 2026 PVMA Awards recipients:

2025 PVMA Winter Pet Food and Supplies Drive

To be included as a collection location, please contact the PVMA office at 503‐228‐7387 or pvma@portlandvma.org so we may include your practice’s name in our promotions.

**Note: Participation does require collected donations to be brought to the PVMA office for sorting and distribution.

Portland Animal Welfare Team : www.pawteam.org

The Portland Animal Welfare Team is a grassroots, volunteer-powered nonprofit that provides vital veterinary services for over 1,000 Portland-area families per year, aiding individuals living on the streets, in transitional shelters or government housing, as well as those facing temporary financial hardship that restricts their access to medical care for their pets. For many of our clients, home is where their beloved companion animal is.

PAW Team provides veterinary care through a robust medical program including weekday appointments and drop-in wellness clinics at our NE Portland facility. Our services include essential wellness, vaccinations, parasite prevention, medication, management of some chronic conditions, food, pet supplies, and so much more. We have no veterinarians on staff and rely on the generous time and energy of a network of volunteers to help power our clinics.

Coffee Creek Puppy Program: www.canine.org

A small group of adults in custody (AIC) at Coffee Creek Correctional Facility (CCCF), located in Wilsonville, raise puppies for Canine Companions. Canine Companions is a national non-profit organization that enhances the lives of people with physical, cognitive, and developmental disabilities by providing highly trained service dogs. The AIC handlers raise the puppies for the first year and a half of the dog’s life. The AIC handler is responsible for the care and well-being of the dog 24 hours a day. PVMA member hospitals provide veterinary sponsorship while the dogs are in our area. To learn more about the PVMA partnership, visit our website.

Items most needed/desired (some are suggestions for veterinary hospitals, others are for your clients!):

· Feline and Canine Flea & Heartworm Preventatives

· Dry, canned, or pouch food– Any quality brand (MUST BE IN ORIGINAL PACKAGING)

· Training treats, pill pockets, pastes

· Pet beds and blankets (new or very clean only)

· Cat litter

· General clinic & medical supplies: electric clippers, syringes (1cc, 3cc), syringe plugs, gauze, vetwrap, nitrile gloves, catheters, u/a strips, cleaning products, storage bins, odor eliminator, etc

PVMA Welcomes New President and 2025 Board of Directors!

This year, the Portland Veterinary Medical Association celebrated the passing of the gavel from the previous President Dr. Matt Dowling to the new President, Dr. Kazuki Ueki. Dr. Dowling has guided the non-profit organization for the past two years and we are grateful for his thorough and thoughtful leadership. The PVMA is looking forward to a continuation of growth and evolution under Dr. Ueki’s guidance.

The PVMA would also like to congratulate Drs. Lindsey McGuire, Megan Seekins, Lindsay Thurwachter, and Carl Winch on their election to the PVMA Board of Directors.

Dr. Lindsey McGuire is an emergency and critical care veterinarian who looks for opportunities that allow her to expand her role within the veterinary profession. She graduated from Michigan State University in 2013 and subsequently completed a rotating internship at North Carolina State University. She promptly moved out to the West Coast and has never looked back! After over a decade in the profession (8+ of those years in Portland), she is eager to be a part of something greater and to give back to the community. She is inspired by the work of the PVMA and would like to bring her ideas to the table. Working alongside interns and mentees daily, she is passionate about supporting early-career veterinarians and wants to help make this profession sustainable for all. She is also interested in the role of veterinarians in disasters, the spectrum of care, and the art client communication. In her time outside the clinic she can be found trail running, reading, and doting on my senior dog.

Dr. Megan Seekins received her Doctorate of Veterinary Medicine from Colorado State University followed by a small animal emergency focused internship and a private practice residency in Emergency and Critical Care before receiving her Diplomate of the American College of Veterinary Emergency and Critical Care in 2012. Her special interests include respiratory emergencies, CPR and pain and anesthetic management of critical trauma patients. Dr. Seekins has a special passion for teaching and providing continuing education in emergency and critical care medicine for both veterinarians and veterinary technicians. She is a strong advocate for mental health and well-being in the workplace, as well as building an environment of excellent medical quality, inclusivity, and diversity, and a just culture. She believes that we work best when we are our authentic selves and encourages team members to remember why we found our way to veterinary medicine-to help pets and as a result, help people.

Outside of veterinary medicine, she enjoys traveling, art, wine tasting and all things music, particularly her eclectic vinyl collection. She is also known to love laughing and is often heard doing this throughout the hospital.

Dr. Lindsay Thurwachter moved to Portland after graduating vet school in 2010. She has been practicing in the area since and has worked in corporate, private, relief, and specialty practices prior to moving to practice ownership for the past 9 years. Currently she co-owns Kenton and Cathedral Animal Hospitals where she developed a passion for creating an environment that supports sustainability and collaboration with the idea of having a career that isn’t all consuming. She has been an active participant in the PVMA private practice start up group to help foster partnerships and community. In her free time she is an avid birder and volunteers with Bird Alliance of Oregon.

Dr. Carl Winch completed his bachelor in Animal Science with a minor in Spanish from the University of Illinois in 2002. He then went on to study veterinary medicine at University of Glasgow School of Veterinary Medicine where he graduated in 2008. Following graduation he worked in small and large private practices in the UK before moving to Portland, Oregon in 2014 where he joined Banfield Pet Hospital. He worked as a Chief of Staff, overseeing medical quality in two clinics. In 2019 he joined the Veterinary Affairs team at Banfield’s Central Team Support in Vancouver, WA. One key area of his work is exploring how Banfield can apply data to challenges within veterinary medicine by partnering with universities and other organizations and then share our findings with students and the profession. He also co-leads Banfield’s Pride Network and is passionate about equity, inclusion and diversity, and health and well-being. Carl participated in the inaugural PVMA Power of 10 group as well as the P10 2.0 cohort during the pandemic. He co-facilitated the P10 group one year and has presented to the group on health and well-being. In his free time, he can often be found either in his garden, at Home Depot or playing with his border terrier, Archie.

Oregon Veterinary Technician & Assistant Association Celebrates 20 Years

In June 2025, the Oregon Veterinary Technician and Assistant Association (OVTAA) proudly marks its 20th anniversary, a testament to two decades of dedication to advancing the veterinary technology profession and fostering exceptional animal care across the state. Founded in 2005, the first state association representing veterinary technicians and assistants, the OVTAA has grown into a vital force, representing veterinary technicians, assistants, practice managers and support staff, who are the backbone of Oregon’s veterinary community. I vividly remember sitting down with Nicole Papageorgiou,CVT, Dolores Galindo,CVT and Tiah Schwartz,CVT in 2005 as a second year Veterinary Technology student at PCC doing clinical rotations at Laurelhurst Veterinary Hospital, and helping create the OVTAA and its name.

A Legacy of Advocacy and Education

The OVTAA was established with a clear mission: to promote the roles of veterinary technicians and assistants, advocate for professional recognition, and elevate standards of care. Over the past 20 years, this non-profit, volunteer-led organization has empowered its members through high-quality continuing education, networking opportunities, and access to the PVMA Affinity program. By providing resources and a collective voice, the OVTAA has championed the profession, ensuring veterinary support staff are valued for their critical contributions.

Since partnering with the PVMA in 2019 (not sure if this is the right year) the Portland Veterinary Medical Association has provided administrative support to OVTAA, merging its Veterinary Team Affiliate (VTA) program with OVTAA membership to create shared benefits. This has expanded access to continuing education, over 40 CE credits annually, networking opportunities, wellness programs like monthly Wellness Days, and resources such as the PVMA’s affinity program and career center. The collaboration has also led to initiatives like the V.I.T.A.L. program for practice managers and events like the Rose City Veterinary Conference, enhancing professional growth and community connection. This partnership reflects a commitment to elevating the entire veterinary team, ensuring sustainability for OVTAA, and promoting high standards of care.

Oregon’s veterinary technicians, certified through rigorous training and licensure by the Veterinary Technician National Exam, perform essential tasks from surgical assistance and anesthesia to diagnostic testing. Veterinary assistants, while not requiring certification, play equally vital roles in animal care and clinic operations. Practice managers and client services representatives are the front lines of driving efficiency, client satisfaction, patient care and enabling the medical staff to focus on quality care while ensuring practice stability and patient outcomes.

CVT’s invest thousands of hours and dollars in their education, graduating from a veterinary technology program accredited by the American Veterinary Medical Association. Oregon has two AVMA-accredited programs: Portland Community College and Central Oregon Community College, both offering an Associate of Applied Science degree in veterinary technology. THEN, they must pass the VTNE administered by the AAVSB, American Association of Veterinary State Boards with a score of 425 or higher. THEN, they must complete the Oregon Jurisprudence Exam/Regional Disease Test, that covers Oregon’s Veterinary Practice Act and diseases. And finally, they must apply to the Oregon Veterinary Medical Examining Board (OVMEB) with proof of education and exam scores, and an application fee. To maintain their certification, they must renew your CVT license every two years, completing 15 hours of continuing education, including scientific workshops, and journal reading. And in addition, if you have earned certifications as a Veterinary Technician Specialist or any number of advanced certifications the requirements to maintain your certificates are increased.

The OVTAA welcomes all non-veterinarian team members—technicians, assistants, managers, receptionists, and kennel staff—fostering inclusivity and professional growth.

Milestones and Impact

Since its creation, the OVTAA has been a catalyst for change. It has supported Oregon’s veterinary community by addressing challenges like increasing demand for care and evolving responsibilities for technicians and assistants. The association’s efforts have aligned with the state’s projected 23.1% growth in veterinary technician jobs through 2029, reflecting the profession’s rising importance.

The OVTAA’s commitment to education is evident in its CE programs, which help certified veterinary technicians meet the OVMEB’s requirement of 15 hours every two years. These opportunities ensure members stay current with advancements in animal health, from radiology, RECOVER CPR to anesthesia. Additionally, the OVTAA offers free membership to veterinary technician students in Oregon nurturing and supporting the next generation of professionals.

A Call to Celebrate

Oregon’s veterinary community and pet owners honors its irreplaceable contributions of veterinary technicians, assistants, practice managers and client services representatives. From small animal clinics to wildlife rehabilitation, these professionals demonstrate compassion and expertise daily.

Looking ahead, the OVTAA remains committed to protecting and promoting the veterinary technology profession. Its 20-year journey reflects the power of community, education, and advocacy. Join us in celebrating this milestone and recognizing the unsung heroes who ensure Oregon’s animals receive world-class care. Our next goal is achieving title protection of the veterinary technician title.

PVMA 2025-26 Power of 10 Program- Application period now open!

We are now accepting applications for our next class- Due Friday, September 5th

Undoubtedly, the early years of your veterinary career are both exciting and challenging and everything in-between. The PVMA offers this program to provide support, tools, and guidance to our early career members for personal and professional development. While our community continues to grow and evolve, we are making every effort to help our members connect and support one another. This has been the foundation of our organization for many years.

The Power of Ten Program offers approximately ten early-career veterinarians the opportunity to complete a personal and professional development program comprised of in-person educational opportunities and activities over a 9-month period.

The PVMA will provide all mentors, meals, and meeting expenses at no charge to the participant. Most sessions will be held in-person at the PVMA office in SW Portland.

OVTAA 2025-26 Membership Renewal Period Underway!

The 2025-26 Oregon Veterinary Technician & Assistant Association annual membership renewal period has begun.

The membership year runs from July 1st-June 30th. New memberships are being accepted at this time and are available to veterinary professionals with the exception of veterinarians. The OVTAA offers free student membership to those currently enrolled in a veterinary technology program.

Over the past year, the OVTAA has strengthened their foundation and supports over 350 members.

This will be the eleventh year the PVMA Board of Directors has honored our amazing members and affiliated individuals by recognizing those who have given to our community and profession in exceptional ways.

Any current PVMA member veterinarian will be eligible to submit one nomination for each award. Nominations will be accepted through February 28 ^th . Award recipients will be decided by the PVMA Board of Directors and announced at our November General Membership Meeting.

The three award categories are:

PVMA Veterinarian of the Year (any current PVMA member veterinarian is eligible)

Awarded to a veterinarian who has made exceptional contributions to the profession and the Portland veterinary and animal welfare community through their practice, government appointments or volunteer efforts.

PVMA Veterinary Team Member of the Year (any non-veterinarian team member is eligible)

The In 1993, National Veterinary Technician Week was introduced by the National Association of Veterinary Technicians in America

(NAVTA) to shine a light on the unsung heroes of our veterinary teams. This year, on its 31st anniversary, the Oregon Veterinary

Technician and Assistant Association (OVTAA) stands firm in echoing that sentiment: our veterinary technicians and assistants are

not just vital – they’re irreplaceable. The special anniversary week starts October 13th and lasts through October 19th, 2024.

2024 Summer Break Schedule for Portland Veterinary Medical Association

The Portland Veterinary Medical Association is intentionally planning to take a brief pause from events and continuing education presentations during the summer months so everyone can enjoy this limited fair-weather time. We will be returning to our full event/CE schedule beginning in September. A few social opportunities will be available to members over the summer to keep everyone connected. Members can look forward to receiving invitations for those soon!

The office will be fully staffed over the summer however, as we work on solidifying the scheduling for the upcoming year and some restructuring to better suit the needs of the community. There will be occasional closures as our team attends meetings off-site and takes time off for long weekends.

During this time, members will continue to have access for self-serve use of CE recordings, the Career Center, and much more via member accounts on the PVMA website and through the PVMA Smartphone App. Peer support can be found in our members‐only FaceBook groups, phone app groups, and website community platform.

Virtual PVMA Members Meeting and Lectures
September through May, Monthly General Membership Meetings are held at the second Thursday of most months. These meetings offer a brief overview of PVMA business and news. Most presentations are provided by local member specialists resulting in greater community knowledge and high-quality CE. This is a great opportunity to get to know the fantastic specialists you often refer to. These meetings are no cost to PVMA Members.

Power of 10 Program: Personal and Professional Development for Early Career Veterinarians
The Power of Ten Program offers a small group of early‐career veterinarians the opportunity to complete a personal and professional development program comprised of in‐person educational opportunities and activities over a 9‐month period. The PVMA will provide topic experts, meals, and meeting expenses at no charge to the participant. Modules will be held at locations around the Portland Metro Area with the exception of attendance at the AVMA’s Veterinary Leadership Conference in Chicago. There will be in-person modules (4‐6 hours each), along with an overnight kick‐off retreat, several less formal social gatherings, and a workshop with other PVMA members. Meeting times will range from days to evenings, weekdays to weekends, and the format will vary by module. We will be offering this program every other year, welcoming a new class in September 2025.

Additionally , the OVTAA hosts webinars, townhalls, and Recover CRP certification trainings that are available to OVTAA and PVMA members.

For Oregon Licensees: when veterinarians renew for their 2025 licenses, in December 2024, they will need to report CE. CVTs will not need to report 15 Credits of CE until December 2025.

Oregon Veterinary Practice Act: Continuing Education Requirements (CE)

875-010-0090

(1) All active licensees, including veterinarians and certified veterinary technicians, must comply with the CE provided in this rule in order to renew their licenses.

(2) Licensees wishing to renew their license must complete the minimum required number of CE hours every two years. Veterinarians shall report 30 hours of CE to the Board with license renewals for every odd-numbered year. Certified veterinary technicians shall report 15 hours of CE to the Board for every even-numbered year. The required hours may be obtained online and be satisfied with any combination of the following continuing education activities:

(a) Attendance at scientific workshops or seminars approved by the Board or by the American Association of Veterinary Boards Registry of Approved Continuing Education (RACE).

(b) A maximum of four hours for veterinarians or two hours for certified veterinary technicians reading approved scientific journals. One subscription to an approved journal is equal to one hour of credit.

(c) A maximum of six hours for veterinarians or three hours for certified veterinary technicians of workshops or seminars on non-scientific subjects relating to the practice of veterinary medicine such as communication skills, practice management, stress management, or chemical impairment.

(d) A minimum for veterinarians of one hour each in judicious antibiotic use and appropriate analgesic and anesthetic methods.

We recognize that stress, depression, burn out, and other concerning mental health issues are commonplace and under-appreciated within the animal health and welfare fields and the affiliated professions. While this is a serious issue that is highly individual and often multifactorial in nature, requiring help and solutions of many types, we aim to have this page serve as a repository/library of mental health resources, studies, and articles for those working with animals. Our hope is to bring this endemic problem further out into the light, to remove any potential stigma, and to let our friends and colleagues know that they are not alone and that help is available.

Be well and don’t forget to care for yourself, too. We will continue to add to this page as well as create other ways to connect with and support those in our community.

The topics of equity, diversity, and inclusion have been studied, discussed, and debated countless times throughout our country’s history. In recent years, a dizzying number of painful events have resulted in public outcry from all angles, both demanding and resisting change. It is without question that our response to the era that we are living in will define the future of our country. The PVMA Board of Directors recognizes that the veterinary field does not exist in isolation from experiences of injustice or the societal transformations that oftentimes follow. Rather than upholding antiquated policies and practices, this moment calls for our active involvement in helping to educate and empower our community so that we all feel equipped to contribute and share our voices. A different, more just, and more radiant future is possible.

The PVMA Board of Directors worked closely with local social equity strategist and consultant Ruby Joy White to co-create the foundation of our very own action plan. The PVMA Equity, Diversity, and Inclusion (EDI) Action Plan has been reviewed by leaders and colleagues within the profession as well as the community more broadly. The purpose of PVMA’s EDI Action Plan is multifaceted, but at its heart, it is a means of centering all of our content, activities, and programs through the lens of equity, diversity, and inclusion in order to promote a thriving and inclusive professional organization. We hope our work and dedication to the matter will solely continue to expand from here and may even inspire other veterinary organizations to do the same. The PVMA Board looks forward to supporting other veterinary organizations that would like to pursue EDI goals.

A veterinary specialist is a veterinarian who has completed additional training in a specific area of veterinary medicine and has passed examinations that evaluate their knowledge and skills in that specialty area. Currently, there are 22 AVMA-recognized veterinary specialty organizations comprising 46 distinct specialties.

The specialist’s expertise complements that of your veterinarian. You may be referred to a veterinary specialist if diagnosing or treating your pet’s health problem requires specialized equipment and/or expertise that your veterinarian does not have.

It’s critical that you, your veterinarian, and the veterinary specialist communicate and work together to provide the best care for your pet.

PVMA 2024 Award Recipients

The Portland Veterinary Medical Association is honored to recognize individuals that have gone above and beyond for the veterinary profession, our community, and the people in it. We are proud to announce the following 2024 PVMA Awards recipients:

They both work full time at Northwest Neighborhood Veterinary Hospital and when they aren’t spending time taking care of patients at work – they are living and breathing for all the strays under their care, helping them on their path to healing, recovery, and their forever homes.

They volunteer most (if not all) of their free time to give these pets with more intensive medical needs which has in turn helped to take the burden off our own local area shelters and rescue organizations. They get weekly updates from Multnomah County Animal Shelter on pets that may benefit from their help. They also take strays from Clackamas County, Marion County, and they help local area rescues when they are in over their head – to name just a few.

This amazing organization they have created has helped to fill a large gap in stray animal care here in Oregon. They have also been supported by amazing area specialists that have generously discounted and donated their time and efforts for those extra complicated (but not hopeless) medical/surgical cases – as well as a full force of volunteers and fosters that help to make this all possible.

While there are a number of amazing stories of success in Stumptown Strays, one that I just love is the story of Bevis. Bevis came to Dr. Prull and Gowing in October via Fences For Fido. He is a 1-year-old intact male shepherd husky mix that had a broken left humerus and broken left femur – but a fighting spirit. He was completely immobile and slated for euthanasia because no other rescue had the resources to take him. He became a Stumptown Stray because he is a prime example of why they started this rescue – to help dogs (and some cats too) that others just could not. Bevis had both his legs surgically repaired by Dr. Lozier at VCA NW Veterinary Specialists (big shout out to his whole team who stayed late after work to do this case). His femur was plated, and humerus had an external fixator placed. Bevis has been in recovery since then. Near the end of December, he was neutered and had the last of his external pins removed. And then on Christmas Eve – he was taken to emergency surgery by Dr. Prull and Dr. Gowing due to a GI obstruction (while recovering with his foster family he did what many 1-year-old dogs do and ate something that he should not have). He is completely healed and will be posted for adoption soon!

Nick and Becky have amassed an amazing group of people to help support their cause but ultimately none of this would be possible without their own extraordinary efforts – and for that I can think of no one better to nominate for the PVMA Outstanding Service Award this year.”

OVTAA launches new V.I.T.A.L. program for leader development

The OVTAA VITAL Program offers veterinary practice managers the opportunity to complete a personal and professional development program comprised of in-person educational opportunities and activities over a 6-month period.

The VITAL Program offers veterinary practice managers the opportunity to participate in a six month program with monthly in-person educational sessions to help hone their practice management skills and advance in their personal growth as a leader and individual. The program consists of monthly meetings (~5 hours each) and includes content experts, meals, and lifelong connections at no charge to the participants. Current membership in the OVTAA is required.

Commitment to participation and attendance during the 6 month program. A lot of time and resources have been used to provide this educational program free of charge to all participants. It is vital that you are able to attend each in person session and have a willingness to participate in group discussions. If you know you have pre-planned vacations or other commitments during the listed program dates, please refrain from applying this year.

Coffee Creek Puppy Program: www.canine.org
A small group of adults in custody (AIC) at Coffee Creek Correctional Facility (CCCF), located in Wilsonville, raise puppies for Canine Companions. Canine Companions is a national non-profit organization that enhances the lives of people with physical, cognitive, and developmental disabilities by providing highly trained service dogs. The AIC handlers raise the puppies for the first year and a half of the dog’s life. The AIC handler is responsible for the care and well-being of the dog 24 hours a day. PVMA member hospitals provide veterinary sponsorship while the dogs are in our area. To learn more about the PVMA partnership, visit our website.

Items most needed/desired (some are suggestions for veterinary hospitals, others are for your clients!):

New or gently used (clean!) collars, leashes, harnesses and halters (harnesses and head halters are especially desired!)

OVTAA submits title protection proposal to the Oregon Veterinary Medical Examining Board

On March 31st, 2023, the Oregon Veterinary Technician and Assistant Association (OVTAA) board of directors submitted a proposal to the Oregon Veterinary Medical Examining Board (OVMEB) for the addition of Title Protection for Technicians in the state of Oregon. This request is supported by organizations at both the state and national levels including the National Association of Veterinary Technicians in America (NAVTA), the American Veterinary Medical Association (AVMA), and American Association of Veterinary State Boards (AAVSB). The OVTAA board strongly believes that creating title protection for Veterinary Technicians is necessary to improve the retention and engagement of CVTs in Oregon.

The Oregon Veterinary Practice act currently regulates veterinary technicians without title protection. OVTAA efforts are directed at establishing title protection by amending the current laws to protect “veterinary technician” as a title already defined within the practice act. OVTAA is seeking collaborative relationships with the OVMEB and local and state veterinary medical associations, and educational facilities to advocate for legislative changes necessary to institute stronger title protection within our state.

Proposed language for the Oregon Veterinary Practice Act:

Only a person who possesses a valid, unsuspended, and unrevoked, Board-issued license to practice as a veterinary technician is authorized to use the title Veterinary Technician, Certified Veterinary Technician, Credentialed Veterinary Technician, Veterinary Technologist, Veterinary Technician Specialist, or abbreviations: VT, CVT, VTS, or Vet Tech. Definition of Veterinary Technician Specialist: A person who holds a credential in good standing from a National Association of Veterinary Technicians in America approved academy.

Making any statement, claim, or advertisement that the person is a veterinary specialist or board certified unless they are certified by an American Veterinary Medical Association- recognized Veterinary Specialty Organization or a National Association of Veterinary Technicians in America- recognized Veterinary Specialty Organization.

ORS 875-030-0045 (27) Making any statement, claim or advertisement that the person is a Veterinary Technician unless they are licensed by the state of Oregon, having met criteria as required in OAR 875-030-0010

Misrepresentation of oneself either to the employer or public, and/or misrepresentation of an employee to the public.

Fee/Fines:

An individual or employer misrepresenting a veterinary technician is a Class C misdemeanor or civil penalty by the Board.

Passing the gavel to our new President!

On the evening of May 11 ^th at McMenamins Kennedy School, the Portland Veterinary Medical Association conducted the last membership meeting & continuing education lecture of the Spring. The evening was sponsored by Storz and Dr. Timothy McCarthy presented on the Application of Laparoscopy in Small Animal General Practice.

The meeting also served as the annual ceremony where board transitions take place. This year, we celebrated the passing of the gavel from the previous President Dr. Amanda Veatch to the new President, Dr. Matt Dowling.

Dr. Veatch has guided the non-profit organization for the past two years and we are grateful for her calm and thoughtful leadership during a particularly challenging time. The PVMA is looking forward to a continuation of growth and evolution under Dr. Dowling’s guidance.

The Critical Need for Title Protection in the Veterinary Technician Field

Title protection – What is it? Do we have it? Is it needed? These are all questions that we have received in reference to the discussion on Title Protection for Certified Veterinary Technicians (CVT) in Oregon. In a recent survey by NAVTA, nearly two-thirds of Oregon veterinary technician’s believed that title protection already exists for technicians in Oregon. This only goes to show that not only are there public awareness issues about the roles and responsibilities of non-dvm veterinary professionals, but there is confusion within our own profession about utilization and protection of CVT.

Veterinary technicians play a vital role in animal healthcare, assisting veterinarians in providing comprehensive care for pets and other animals. However, despite their importance, veterinary technicians in Oregon lack the title protection they deserve. Title protection helps to establish professional credibility, safeguard the integrity of the profession, and ensure that only qualified individuals can provide specialized veterinary care. This article will explore the current state of title protection for veterinary technicians, compare it to other countries and fields, and offer suggestions for improvement.

Title protection is crucial for veterinary technicians for several reasons. First, it ensures that the public can trust the quality of care provided by these professionals. Title protection helps to ensure that those using the title ‘veterinary technician’ have met rigorous educational and examination requirements, guaranteeing a high standard of care.

Moreover, title protection helps to maintain the integrity of the profession. When people use the title ‘veterinary technician’ without having the proper qualifications, it undermines the work of those who have earned it and can lead to misrepresentation and confusion for the public.

In the United States, the regulation of veterinary technicians varies from state to state. Several states still lack a credentialing body for technicians while other states have robust title protection laws in place. As of 2022, 11 states had enacted general title protection for veterinary technicians. Another 10 states have limited protection for the title Certified/Licensed/or Registered Veterinary Technician, but do not restrict the use of “veterinary technician” to those who are licensed. This leaves 29 states without adequate title protection, resulting in inconsistency across the country.

Oregon currently does not have title protection. The Oregon State Veterinary Practice Act does define the term veterinary technician as a person licensed by the Board (OVMEB) as a Certified Veterinary Technician. However, the definition does not mean the title “Veterinary Technician” cannot be used for job postings or as held title positions for those who are not certified in Oregon.

Title protection is prevalent in many other countries and fields. For instance, Canada has a comprehensive system of title protection for veterinary technicians. All Canadian provinces require veterinary technicians to be registered with a provincial regulatory body to use the title “Registered Veterinary Technician”.

Similarly, other allied health professions, such as dental hygienists and physical therapists, have title protection laws in place to ensure that only qualified individuals can practice. In the United States, all 50 states require licensure for dental hygienists, and 49 states require licensure for physical therapists.

To enhance title protection for veterinary technicians, several steps can be taken:

Lobbying for stronger title protection laws: Organizations like the OVTAA, with support from PVMA, are currently in the process of advocating for comprehensive title protection laws at the state level.
Public awareness campaigns: Raising awareness about the importance of title protection for veterinary technicians can encourage the public to seek care from qualified professionals and put pressure on lawmakers to strengthen regulations.
Collaborating with other allied health professions: By working together with other professions that have successfully implemented title protection, veterinary technicians can learn from their experiences and adopt best practices.

Title protection for veterinary technicians is essential for maintaining the integrity of the profession and ensuring that animals receive the highest standard of care. By working together to strengthen regulations and raise public awareness, we can create a more consistent and reliable system for veterinary technician title protection, ultimately benefiting both the profession and the animals they care for.

PVMA Veterinary Career Event for Portland High School Students

On March 10 ^th the Portland Veterinary Medical Association resumed their in-person veterinary career events for the Portland metro area high school students. They collaborated with the Oregon Humane Society and Portland Public Schools – Career & Technical Education to host 50 students for a hands-on learning experience at the Education Hall located at OHS.

The students were greeted with a warm welcome and given an overview of both OHS and the PVMA. Then they were divided into four groups that were rotated every thirty minutes through each of the four stations. The goal for the event was to engage students, inspire discussion, spark new ideas for professional pathways and answer questions about the animal welfare field. Interactions included conversations, activities, observations, and hands-on learning.

One of the most popular stations included a visit to the OHS teaching hospital where they observed a surgery being performed which
allowed students to see firsthand an active shelter medicine hospital. They learned about suturing, unique specimens, and radiology.

Other stations included CPR drills with stuffed dog and cat dummies, large animal and equine medicine with an overview of the roles within veterinary medicine, and a general practice overview where students learned about patient physical exams using stethoscopes, checking pulse, and reflexes. Pictures, materials, equipment, specimens and medical models were all utilized to provide engagement and help educate the students.

The volunteer leaders at each of the stations had a unique background and shared their veterinary medicine journey with each student group. Stations had a unique focus on a diverse range of jobs, skills and pathways. Station volunteers were members of the

Oregon Veterinary Technician and Assistant Association and PVMA: Chantal Faraudo CVT, CVPP, Mel Lueck CVT, Magic Rodriguez CVT, Dr. Casey Laukkanen, Dr. Maia Titcomb, Dr. Tom Schwarzer, and Dr. Kate Hilsenteger.

At the end of the day, the PVMA provided information about veterinary careers, colleges and how to prepare for pursuing a career in veterinary medicine. Each student also received a complimentary gift bag to take home with them. The students appreciated the positive and fun experience and left with a better understanding of the veterinary profession.

A small group of adults in custody (AIC) at Coffee Creek Correctional Facility (CCCF), located in Wilsonville, raise puppies for Canine Companions. Canine Companions is a national non-profit organization that enhances the lives of people with physical, cognitive, and developmental disabilities by providing highly trained service dogs. The AIC handlers raise the puppies for the first year and a half of the dog’s life. The AIC handler is responsible for the care and well-being of the dog 24 hours a day. First goal: Value Statement and Accountability
PVMA recognizes the existence and impact of systemic racism, marginalization, discrimination, and bias in our profession and community. We acknowledge that our profession does not always welcome or serve traditionally-marginalized groups and identities. Bias and discrimination are harmful and limit our profession’s ability to support animal health meaningfully, the human-animal bond, and the One Health initiative*.

*One Health (formerly called One Medicine) is dedicated to improving the lives of all species—human and animal—through the integration of human medicine, veterinary medicine, and environmental science.

PVMA believes that change and growth are possible and must be pursued regardless of our individual upbringing and lived experiences. We believe that a more culturally competent and accessible veterinary community will better serve everyone. In order to provide equitable and inclusive care within our profession and to our community, we must enact meaningful change. PVMA accepts that our organizational and professional responsibility is to prioritize equity, inclusivity, and justice. PVMA believes we are all “works in progress,” learning takes time, and listening, not just hearing, is paramount. We feel our profession’s path forward involves acknowledging our own deficiencies, listening to the variety of community voices, and understanding that community members and organizations best understand the specific needs of the groups they serve. PVMA will engage with membership and community partners to identify and prioritize existing inequities around the provision of veterinary care and to co-create solutions that better serve everyone.

PVMA supports improved logistical and financial access to veterinary care regardless of socioeconomic status; strongly advocates for clients receiving recommendations and services without any prejudice or implicit bias; insists that underserved community members’ voices are being heard wherever decisions are being made, and unequivocally endorses Pride Veterinary Medical Community’s Gender Identity Bill of Rights (GIBOR).

Fourth goal: Cultural awareness, Competency, and Responsiveness
PVMA commits to producing content through the lens of EDI to develop and enhance cultural awareness, competency & responsiveness. This will be reflected in our continuing education, set educational programs, and an up-to-date resource library.

PVMA advocates for a culturally responsive community to the ever-changing climate of the veterinary profession. We will continually assess and adapt our actions and programs to support our EDI goals. Regular assessment of the success of program implementation will be conducted, goals will be revised and adapted, and external evaluation with our community advisory board will be sought.

2022 OVTAA Compensation and Benefits Survey Results

This past Spring, the OVTAA performed a Compensation and Benefits Survey to better understand current pay and benefits in Oregon and SW Washington. The survey includes demographic data as well as quantitative and qualitative data on compensation and benefits. The survey was anonymous.

Having skilled credentialed veterinary technicians on veterinary teams is an essential part of building an efficient and healthy practice. Utilizing the skills of the credentialed technician to the fullest extent is critical for the credentialed technician’s job satisfaction, the practice’s bottom line and healthy work culture. Credentialed veterinary technicians are qualified and trained to do many skills and tasks in a practice so veterinarians can leverage their time within the practice, generating additional revenue. Freeing up the veterinarian to be able to focus on diagnosing, prognosing, prescribing and performing surgery helps the patients, clients, veterinary team and the practice. The clients look to credentialed techs to educate, improve compliance, provide follow-ups via phone, perform rechecks and offer compassionate nursing care and advocacy for their pets. Clients want the increased communication opportunity with regards to their pet’s status, treatments and care, in addition to what the veterinarian provides. And the patients, depend on credentialed technicians to give them compassionate high-quality care delivered by educated and skilled state licensed professionals.

Today we are experiencing ever increasing pet ownership and high demand for accessible, high-quality veterinary care. The only way to meet this demand is to attract and retain qualified individuals who have the training and skills to deliver that high-quality care. I am in no way suggesting that non-certified assistants aren’t extremely important. Every practice needs assistants in addition to credentialed staff to function at the highest level possible. Non-credentialed staff may be cheaper to employ but will not contribute to the bottom line of the practice at the same level as a credentialed technician.

Credentialed veterinary technician underutilization has been a frustration, and one of the reasons for job dissatisfaction for decades, for credentialed technicians. With a multitude of surveys conducted by NAVTA, state veterinary technician associations, corporately owned practices and others, the message from these surveys tell us that credentialed techs feel underutilized and experience barriers to advancement in their job positions, leading them to feel disrespected, and that their work and value feels meaningless. These factors, along with historically low pay and toxic work cultures, has driven many credentialed veterinary technicians to find different places to work or leave the profession all together. Throw a pandemic into the mix and we have the makings of a perfect storm for credentialed techs leaving the profession.

A study in JAVMA, Vol 236, No. 8, April 15, 2010 showed results of regression analysis that it is possible for a typical veterinarian’s gross income to increase by $93,311 for every credentialed veterinary technician per veterinarian in the practice. The increased revenue generated by appropriately utilized credentialed technicians is well beyond a certified veterinary technician’s salary. When the workload is shared amongst staff members, everyone’s sense of worth and value improves. ¹

Credentialed veterinary technicians have dealt with a systems organizational issue for years. Technicians do not have their own governing board like human nurses. We are governed by state veterinary boards across the country. We attend AVMA accredited programs to earn our degrees and we work directly with and for veterinarians. We are not allowed to be members of the AVMA, even though the AVMA represents all of the veterinary profession and has great influence and power over the technician profession. Technicians need the support and advocacy of veterinarians to help us stay in the profession. Veterinary Schools could help by teaching students about team structure, where veterinary students understand and recognize the qualifications of credentialed veterinary technicians and what a tremendous asset and partner they are to them. By utilizing technician’s skills fully, they can focus on diagnosing, prognosing, prescribing medication and treatments and performing surgery.

Sadly, still in the year 2022 veterinary technicians continue an uphill battle with the antiquated attitudes of some veterinarians attending the AVMA Leadership Conference in January. A veterinarian delegate from Alabama proposed and tried to advocate for the inclusion of credentialed veterinary technicians as members of the AVMA by making the point that, “The idea is not to undermine great partners … or to employ a tactic with the goal of increasing membership or dues revenue,” she said, but to discuss “opportunities to potentially be more inclusive and to consider how these opportunities could advance the profession and the veterinary health care team.” While some delegates agreed with her opinion, many expressed opposition. ²

The proposal on the table would have allowed credentialed veterinary technicians to join the AVMA as affiliate/associate members, allowing them to have access to some of the excellent benefits enjoyed by veterinarians. What an amazing recognition this would have been for the technician profession, being offered the chance to have access to career services, powerful purchasing solutions for those states that allow credentialed techs to own practices, insurance and retirement products, online continuing education access to professional publications, wellbeing resources, career resources for new graduates and experienced technicians, clinical and policy resources, cyberbullying and crisis management help, events and networking, financial resources, practice management guidance, savings for AVMA members, policy participation, marketing and client service tools, industry research access, scholarships and grants, volunteer opportunities domestically and internationally and most importantly it would have made veterinary technicians feel respected, valued and included as professional partners.

Instead of being held in high esteem for all we bring to the table, one delegate from Utah sited the classic tale of the “Camel in the Tent” https://www.bedtimeshortstories.com/the-arab-and-the-camel as to why it should be voted down. And… the proposal was voted down.

This is one more blow for credentialed veterinary technicians, most who graduated from AVMA accredited veterinary technology programs, who continue to ask for, and strive for professional recognition and inclusion. The AVMA doesn’t work solely on behalf of veterinarians, it works on behalf of the entire profession. Other professional associations like the American Bar Association, offers membership at a reduced cost for paralegals and economists. The American Optometric Association provides something similar for “associate professionals.” The purpose of credentialed veterinary technicians is not to compete with veterinarians, it is to work alongside them to care and advocate for animals and to educate and show compassion to their owners. Bottom line, credentialed veterinary technicians want to fully utilize the skills they have been trained and educated to do and they want to be respected as professionals.

How can veterinarians help?

The following are a few suggestions on how to fully utilize credentialed veterinary technicians in a veterinary practice and tap into credentialed veterinary technician’s diverse skillsets.

Evaluate what staff you have and look for ways to capitalize on the use of your credentialed technician’s advanced skills. Some credentialed technicians have specialty training in pain management, anesthesia, behavior, ultrasound, dentistry, assisting in surgery and the list goes on. Credentialed technicians are capable of doing an extensive selection of clinical skills. Talk with your credentialed techs and ask them if they are being fully utilized. Ask them to tell you what they are capable of doing. Ask them if they have skills that aren’t being utilized. Ask them if their days are filled with tasks that don’t require technician training. Bring other associate veterinarians to the table and let them give their thoughts on tasks that could be delegated to credentialed techs.Make these conversations honest, open and candid. If you ask them, they will give you the information you seek. There may be a revelation that your team needs and wants more training in a certain area. Maybe they need a mentor to hone a skill? Maybe you need to think about hiring more staff? These open, honest conversations send the message to your credentialed techs that you value and trust their autonomy and ability to make independent decisions within their scope of practice and that you respect them. Credentialed techs can bring insight into many situations and issues that you may not even realize the practice had. When you empower your credentialed technicians and staff to identify problems and give them the resources and tools to help fix the problems, that means everything to them. It says I trust you. I value you and your ideas. It sends the message that they make a difference.

2. Read your state’s practice act to understand what is legally allowed in your state in regards to what a certified veterinary technician can and can’t do. Then, step back and evaluate whether the credentialed technicians in your practice are being allowed to do everything they are capable of and qualified to do. https://www.oregon.gov/ovmeb/Pages/practice-act.aspx

The Washington State Veterinary Medical Association and the Washington State Association of Veterinary Technicians created a Guide to Animal Health Care Tasks and Supervision Levels for Licensed Veterinary Technicians, Unregistered Assistants, and Registered Veterinary Medication Clerks ( https://www.wsavt.org/documents/Guide-to-Animal–Health-Care-Tasks-and-Supervision-Levels.pdf to help clarify specific tasks that can be performed by Licensed veterinary technicians and with what level of supervision is required.

OVTAA is working toward creating a similar guide for Oregon Certified Veterinary Technicians in order to begin achieving title protection for Oregon Certified Veterinary Technicians.

If you have a team of credentialed technicians already functioning at a high level and utilizing their skills fully, ask them what they would like to learn. Every technician has tasks they love to do and get great satisfaction from doing them. Find out what these areas are and provide them some additional training by bringing in a specialist in that area to teach them or invest in a hands-on conference where they can participate in labs and lectures. Encourage credentialed technicians to explore specialty training in an area that will strengthen the practice’s capabilities and if able, possibly contribute to the cost of their training. NAVTA supports an ever-increasing number of veterinary technician specialties (VTS) in clinical medicine. If your practice is involved in lab animal medicine the American Association of Laboratory Animal Science has 3 levels of certification in the laboratory animal field: ALAT (Assistant Lab Animal Technician), LAT (Lab Animal Technician), and LATG (Lab Animal Technologist). The Veterinary Hospital Management Association offers certification to become a certified veterinary practice manager (CVPM). International Veterinary Academy of Pain Management (IVAPM) offers a certification in pain management to credentialed technicians and veterinarians. Rehabilitation is another option for technician advancement. There are 2 certifications for technicians: Certified Canine Rehabilitation Assistant (CCRA) and Certified Canine Rehabilitation Technician (CCRT). The RECOVER Initiative offers certification in RECOVER CPR BLS and ALS. Credentialed technicians can also get a certification in ultrasonography.

3 . When technicians see that they have encouragement and support to grow in their job and education they feel like they are appreciated and valued for what they bring to the team and practice.

4. The power of recognition and respect
Recognition can be an excellent demonstration of respect, and it can be a powerful motivator. Recognizing technician’s contributions during the workday or shift helps build morale and a strong team. Making sure that staff members are respected for the titles they have earned is important. CVT’s are educated and highly skilled members of the team and have earned a degree and passed the Veterinary Technician National Exam. Credentialed veterinary technicians have spent time and money investing in their training and education. They are proud of their accomplishments and to have the earned the right to add the title of credentialed veterinary technician to their name. When non-certified team members are referred to as one in the same as the credentialed staff member, it devalues all the hard work, study and money invested in earning their credential. Veterinary Technicians are fighting for title protection across the US. This has nothing to do with non-credentialed staff member’s value and worth, all members of the team are essential and valuable. But the credentialed veterinary technicians title should not be disrespected by allowing, non-credentialed staff to call themselves veterinary technicians or CVT’s. Veterinarian’s can help by having all staff wear their correct titles and referred to as those titles, particularly in the presence of clients. The current state of the veterinary technician profession is contributing to the frustration, burnout, high turnover and leaving the profession all together, for credentialed veterinary technicians who are constantly having to compete for jobs and salaries with non-credentialed individuals.

Why aren’t credentialed veterinary technicians being fully utilized? It’s a good question with a complicated answer. The contributing factors all have to do with personalities, training, practice culture, liability and a desire or lack thereof, to want to change. Veterinary technicians in surveys have identified the following as the reasons for underutilization. 1) The veterinarian can perform the task faster or better or the veterinary technician doesn’t have the skill or knowledge to perform a task. Credentialed veterinary technicians are taught an extensive array of skills with in-depth education as to why and how they are performing a task and need an opportunity to practice and hone those skills so they become expertly proficient at them. Having a veterinarian drawing blood, intubating and inducing patients, setting IV catheters, etc. and performing other nursing tasks is an inefficient use of their time and backs up the workflow of the practice. If a credentialed technician doesn’t have the skill to do a task, find time to do it with them and teach them. Eventually, as their skill develops they will be proficient on their own and the veterinarian can delegate so they can-do higher-level tasks.

There aren’t enough veterinary technicians to delegate tasks to. There is a national shortage of veterinary technicians, for many of the reasons that are identified in this article. If veterinary technicians are in short supply, consider hiring veterinary assistants to work in a supportive role to veterinary technicians to improve the efficiency of the team, instead of hiring non-credentialed veterinary assistants to do the same tasks as the credentialed veterinary technicians. When this happens, you have your credentialed staff competing with non-credentialed staff to do the same tasks, while tasks that are equally as important to get done but don’t require as much skill, go undone or are ignored. This point causes a considerable amount of discontent among credentialed veterinary technicians, contributing to their growing dissatisfaction with their role and value, and ultimately leaving the profession all together. 3) There is not enough time to train staff. As the saying goes, “the expert in anything was once a beginner.” Carving out a regular schedule for training of existing staff, new hires and new graduates will pay any practice back a 100-fold in the long run. Using experienced credentialed veterinary technicians to onboard, train and mentor new staff is extremely valuable. Creating “Training Coordinator” positions with-in the staff, helps the trainer and the new staff member grow. When new graduates are thrown into the fray without training and mentorship, they often flounder, lose confidence and leave. When existing, experienced staff stagnate in their job roles, they disengage and ultimately leave as well. When you invest in people, they will invest in you.

What can credentialed veterinary technicians do promote their knowledge, skills and value?

Advocate for yourself. Get yourself organized and create a portfolio of your college degrees, your veterinary technician license, proof of passage of the VTNE, your professional resume, any advanced certifications you hold. Include a copy or synopsis of your syllabi from your veterinary technology program including if the program was an AVMA accredited program and a list of courses you took. List the places you completed your clinical rotations and the skills you performed. List continuing education courses you have completed and emphasize wet-labs you may have completed like urinary catheter placement in female dogs, regional and local blocks placement, advanced catheter placement, sacrococcygeal blocks in blocked cats, dental blocks, etc. Depending on your experience this could be an extensive list. Don’t forget to include your math calculation skills including calculating CRI’s, laboratory skills, basically anything that will help someone understand what you know, what you are capable of performing and even skills you aspire to learn. You can make it as comprehensive as you want, some even include pictures and videos. A professional, organized presentation can make a very positive impression and help people to learn something about you.

Be proactive when advocating for yourself. Schedule a time to meet with your veterinarian to share your portfolio. Promote your strengths and accomplishments are and the value you can bring to the practice.

Contact your State Veterinary Medical Board and read the Veterinary Practice Act. Make sure you understand what you legally can and cannot do according to your state practice act. Depending on what the practice act in your state allows, it can make the discussion about increased veterinary technician utilization easier if everyone is on the same page.

Always represent yourself as a professional. Present yourself with a professional image by dressing in clean, untattered clothes/scrubs and shoes. Find out what the dress code policy at your work place is and adhere to it. Show pride in your work and try to exceed expectations. Be productive at work and be known for your punctuality. Show initiative by asking for more projects, assignments or responsibilities if you feel you have time. Be eager to learn from others and be willing to share your knowledge. Be organized, efficient with tasks and follow through to completion. Be a good communicator with your veterinarians, leadership, co-workers, online and with clients. Set goals for yourself and prioritize your tasks. If you finish your tasks, jump in and help others on the team to complete theirs. Be open, honest and show integrity. Be accountable for your work and actions and be ethical, always. When challenges come your way, be resilient with a positive attitude. When problems do arise, take a minute to brainstorm and find a possible solution before going to your supervisor. Be self-aware, watch your language and work collaboratively with others. Over time, your professionalism will be noticed and will lead you toward success. Be specific about what skill or tasks you would like to be able to do. When you do get the opportunity to perform new or additional skills, be open to coaching and feedback. If you are unsure about anything you are doing, ask questions for clarification. Change takes time. Trust takes time to develop. Try to be patient. Change doesn’t happen overnight. It’s a process. Keep going.

PVMA Supports the PrideVMC’s Gender Identity Bill of Rights

For most of us, if not all of us, being a part of the veterinary community is something we take extreme pride in. While we face many issues as a profession, some unique and some not, we often come to ask ourselves: “what more can we do for those around me?” Chances are you have worked with, or currently, work with folks who identify as a gender other than one that was assigned to them. It brings me great joy to be able to share a workspace with such courageous individuals who find comfort and safety among our patients and colleagues. Whether you realize it or not, these brave folks are all around us, they are making your morning latte, educating your children, providing healthcare to your loved ones, and serving in our armed forces.

While it may seem that having LGBTQ+ folks in our profession is a rather recent occurrence, our pride history stretches back over 40 years and is strongly intertwined with the pride history of our country.

[In the year 1977, eight years following the world-renowned Stonewall riots in Greenwich Village, New York several gay veterinarians met at a dinner party during the American Veterinary Medical Association (AVMA) convention in Atlanta. Did they ponder how many other veterinarians, like themselves, were out there? To discover the answer, Drs. Jeffery Collins and Herman Westmoreland courageously placed an ad in The Advocate, the national gay magazine, announcing the first gathering of the Association for Gay Veterinarians (AG Vets) to be held in Las Vegas during the 1978 AVMA convention.]

Despite our profession’s best intentions and efforts, discrimination against our friends in the LGBTQ+ community is still a ubiquitous occurrence. The PVMA Board of Directors celebrates diversity and is grateful to everyone, especially those brave folks who proudly or privately identify as an individual of their truest self. The PVMA board of directors is thrilled to announce our endorsement for Pride VMC’s Gender Identity Bill of Rights. The Gender Identity Bill of Rights (GIBOR) is a minimum foundation to identify and eliminate discriminatory practices against transgender, non-binary, and gender non-conforming individuals in the veterinary profession including educational and employment environments. GIBOR states that members of the veterinary profession should have the right to identity, right to names, right to pronouns, right to privacy, freedom of gender expression, freedom from gender affirmation, right to advocacy, right to safety, freedom from explanation, protection from coworker and client discrimination and harassment, and right correct information. While it goes without saying that our community has been amazingly supportive of all diversity, we want to keep the conversation and momentum going as we unite as a community that is helping to shape the future of our profession and our society.

Preamble

We, PrideVMC and the undersigned, present this Gender Identity Bill of Rights as a minimum foundation to identify and eliminate discriminatory practices against transgender, non-binary, and gender non-conforming individuals in the veterinary profession including educational and employment environments; and strive to implement the protection of LGTBQ+ civil rights as upheld by the Supreme Court of the United States of America (Bostock v. Clayton County, 2020)* in alignment with the 1964 Civil Rights Act and international standards on human rights. We adopt this statement of how the veterinary profession should conduct itself in regards to gender diversity.

The previously mentioned identities are terms used to encapsulate a spectrum of identities that are flexible with ever-changing language to be more inclusive, and are valid in the presence or absence of medical and/or surgical gender affirmation process.

No statement can anticipate every circumstance; therefore, as a guiding principle all of the rights below exist within a broader context of treating every human being with decency and respect.

*This is the pertinent ruling at the time of writing, and can be modified for other regions/countries.

Acknowledgement:

At the time of writing, this document was created with the hope of being as inclusive as possible. However the transgender, non-binary, and gender non-conforming community is not monolithic, and there is a high likelihood that there are needs that are not addressed within this document.

The authors intend the following to be moral and ethical guidance for the profession and additional insight may be added over time.

Statement on INTERSECTIONALITY:

Discrimination due to race, ethnicity, indigeneity, sex, sexual orientation, disability, neurodiversity, socioeconomic status, creed, religion and other marginalized identities all impact individuals in the transgender, non-binary, and gender non-conforming community as well. These lenses of identity impact and inform an individual’s experience in gender expression, identity, and affirmation. These additional community needs and impacts may not be addressed in this document, and are essential considerations to an individual’s unique needs for support and empowerment in the veterinary profession.

With these considerations in mind, the authors, reviewers and signers of this document agree that the following rights should be implemented within the profession:

Right to IDENTITY

Gender identity is personal and individual. No one other than the individual should dictate the terms of gender identity, expression, or processes involved in gender affirmation. Additionally, there should be equal opportunities in education/training (in accordance with Title IX ) and employment within the profession regardless of gender identity.

Right to NAMES

Addressing an individual by their name demonstrates respect and acknowledges you trust that they know themselves better than you do. Intentional ‘dead naming,’ whether as a continued deliberate campaign or wantonly neglectful use of a person’s birth or current legal name rather than chosen name, is an act of violence* against transgender, non-binary, and gender non-conforming individuals and should not be tolerated. Accidental dead-naming can perpetuate harm against individuals.

*The WHO World Report on Violence and Health formally defines violence in part as the intentional use of power that results in psychological harm. Informally the typology of violence can include psychological attack in the workplace and other institutions.

Right to PRONOUNS

Pronouns can be fluid and subject to continual change by the individual. Correct use of pronouns is a right; therefore the introduction of pronouns in conversation, pronouns on name badges, and pronoun tags on emails that can be readily altered should be standard practice to create inclusive spaces in the veterinary profession.

Right to PRIVACY

Transgender, non-binary, and gender non-conforming individuals have a right to privacy and should not be mandated to expose private medical information or any details regarding their lives, bodies, gender expression, and/or identity. Employers and colleagues should not discuss any medical information or details regarding these individuals with other employees, clients, etc.

Freedom of GENDER EXPRESSION

Gender expression is an individual freedom that may not match perceived societal gender norms. Thus, gender expression is not mandated by gender identity or transition. Any act within the veterinary profession, by an administrator, within an institution or organization, or by an employer or coworkers that restricts this right should be viewed as unacceptable.

Freedom from GENDER AFFIRMATION TIMELINES

The veterinary profession should accept and support the right of transgender, non binary, and gender non-conforming individuals to pursue or not pursue gender affirming medical and/or surgical treatment on their own timeline without interference from an employer, administrator, company, section head, or individual other than the transgender, non-binary, and/or gender non-conforming individual. Transition can look different for everyone, and the outward perception of such is not a starting or stopping point for resources and access to safe spaces.

Right to ADVOCACY

When needed at an institution/workplace, there should be documented efforts to find support through a third party (e. g. insurance gender affirmation services, local pride center services, national/international gender diverse organization resources, independent contractor, etc.) or when logistically feasible a trained diversity and inclusion advocate. These advocates should be knowledgeable about issues and challenges that transgender, non-binary, and gender non-conforming employees may encounter. Human resources should be aware of transgender health insurance, care access, and civil rights issues should they be called upon to discuss them.

Right to SAFETY

Transgender, non-binary and gender non-conforming individuals should be able to have personal safety within work, teaching and learning environments. Transgender, non-binary, and gender non-conforming individuals should be able to use restrooms and changing rooms that correspond to their identity at their chosen pace. Additionally, gender neutral restrooms should be available when logistically feasible for those who wish to use them. Signage should be altered to be non-discriminatory on gender neutral restrooms (e.g. triangle sign).

Freedom from EXPLANATION

The work involved in transgender diversity, equity, and inclusion education (including implicit bias and microaggressions) and training of staff should be the responsibility of the veterinary profession, employers, and institutions rather than the individual. Training should be informed by transgender, non-binary, and gender non-conforming voices and expertise.

Protection from COWORKER DISCRIMINATION/HARASSMENT

It should be the responsibility of the veterinary profession and the employer/institution to commit to identify and reduce learning space/workplace/workspace harassment and discrimination of any type.

Protection from CLIENT DISCRIMINATION/HARASSMENT

It should be the responsibility of the veterinary profession and the employer/institution, when feasible and allowable, to shield the transgender, non-binary, or gender non-conforming individual from prejudice and harassment by clients in a similar manner to the way in which other marginalized individuals are protected.

Right to CORRECT INFORMATION

It should be the responsibility of the veterinary profession and the employer/institution to alter signage, marketing, websites, contacts, and all other relevant documents and materials with expediency to reflect an individual’s identity at the point at which the individual dictates it. Any announcement concerning names, pronouns, or any other personal details should be informed and led by the individual’s preferences.
